They're coloured lightbulbs up a telegraph pole. Its part of an open air exhibition every year in Sydney called Sculptures by the Sea, which is walk along the beach from Tamarama to Bondi with sculptures and installations along the way. This year wasnt one of the better ones, but I liked the lightbulbs.
